Surely, following the lead of Francis and James Canal builders extraordinaire it should not be beyond the wit of man even these days to extend the network into the wet areas of Scotland and draw the water off further south.
The Israelis would have done water engineering like this 60 years ago, but as usual we just expect it to rain I suppose
